Risky drinking in North West school children and its consequences: A study of fifteen and sixteen years (28th March 2008)
A study of 9,833 15-16 year old school children in the North West, examining relationships between risky drinking behaviours (binge drinking, frequent drinking, drinking in public places) and demographics, income, leisure activities and access to alcohol. Negative consequences of risky drinking such as violence and regretted sex are also investigated.

Behind the Screen: The hidden life of youth online (27th March 2008)
The generational divide between children and young people and their parents is perhaps most widely seen in their views and approaches to the internet and media literacy. With this in mind, how do we ensure that children and young people are safeguarded from harm in way that is not over the top in principle and draconian in style, while at the same time maintaining the internet as a place for freedom, expression, creativity and socialisation? In its recommendations, this report calls for collaboration and support from peers, youth services, teachers and parents, rather than top-down restrictions and rules dictated from central government. The role of media literacy must be fully explored through informal and formal educational structures involving both young people and the older generations to enable use of the internet to be a safe and enjoyable process for all.

Safer Children in a Digital World (27th March 2008)
Clinical psychologist, Dr Tanya Byron, has launched her independent report, Safer Children in a Digital World, which sets out an ambitious action plan for Government, industry and families to work together to support children's safety online and to reduce access to adult video games. The Government has welcomed the report, accepted all of its recommendations and pledged to act immediately on taking forward her proposals.

Immigration, faith and cohesion: Evidence from local areas with significant Muslim populations (19th March 2008)
This report examines the significance of different dimensions of cohesion – including social interaction, participation and belonging – on the lives of Muslims and people of other faiths or of no faith, both recent arrivals and established residents, living in the London borough of Newham, Birmingham and Bradford. It provides new insight into people’s experience of cohesion and community at a time when policy is focusing on community cohesion at the local level, particularly in relation to the arrival of significant numbers of new migrants in some areas.

National Indicators for Local Authorities and Local Authority Partnerships: Handbook of Definitions – Summary of Responses (1st April 2008)
Following the announcement of the single set of 198 national indicators on 11 October 2007as part of the Comprehensive Spending Review 2007, the Government consulted on the detailed definitions of the national indicators between 8 November and 21 December. Data Protection – Protecting People (A Data Protection Strategy for the Information Commissioner’s Office (1st April 2008)
The Information Commissioner's Office have issued a new strategy document setting out their broad aims, which might be summarised as focusing on risk rather than enforcement, where they have such a choice, to "moderate the most serious risks" and protect the most vulnerable. Are you getting it right? A toolkit for consulting young people on sex and relationships education (26th March 2008)
A new initiative developed by the Sex Education Forum, based at NCB, will give school pupils the opportunity to influence what they are taught in sex and relationships education (SRE) lessons, so that it helps them make safe and healthy choices. The SRE audit ‘toolkit’ will help schools canvas young people’s opinions on what they think they should learn about, at what age, and who they think their SRE should be delivered by – with choices ranging from their teacher or peer educators to outside experts.

Pilot of enhanced enteric fever surveillance in England, Wales and Northern Ireland: 1 May 2006 – 30 April 2007 (19th March 2008)
This report details the findings from the Health Protection Agency’s one year pilot study of enhanced surveillance of typhoid and paratyphoid fever (enteric fever) in England, Wales, and Northern Ireland (EWNI) between 1 May 2006 and 30 April 2007, together with recommendations for public health action. The largest proportion of cases (40%) occurred in the London region, therefore a separate London supplement is also available.

Guidance on the application of dose coefficients for the embryo, fetus and breastfed infant in dose assessment for members of the public (March 2008)
This document provides guidance on the application of these dose coefficients in relation to different exposure situations. Information is given on the dose coefficients and the related guidance previously given by the ICRP and the National Radiological Protection Board. The importance of considering doses resulting from in utero exposures to radionuclides and their transfer in breast milk is assessed, based on a series of calculations carried out for routine discharges of radionuclides to the environment. The applicability of the results for emergency exposure situations and solid waste disposal is also addressed.

The main aim of this study was to provide robust statistical evidence on families and 16-17 year olds accepted as owed the main homelessness duty by English local authorities, in order to inform effective policy interventions. The study focused on the characteristics and support needs of families and 16-17 year olds accepted as homeless; the causes of statutory homelessness; the experience of temporary accommodation; and the impacts of homelessness and stays in temporary accommodation.

Intraoperative nerve monitoring during thyroid surgery Interventional Procedure Guidance IPG255 (26th March 2008)
The National Institute for Health and Clinical Excellence (NICE) has issued full guidance to the NHS in England, Wales, Scotland and Northern Ireland on intraoperative nerve monitoring during thyroid surgery. The thyroid gland lies close to the vocal cords and the nerves that control movement of the vocal cords (recurrent laryngeal nerves). When surgery is performed on the thyroid gland, a nerve monitor is sometimes used during the operation with the aim of helping to prevent potential damage to the nerves.

Mental Wellbeing of Children in Primary Education Public Health Intervention Guidance PH12 (26th March 2008)
This guidance is for teachers, school governors and professionals with public health as part of their remit working in education, local authorities, the NHS and the wider public, independent, voluntary and community sectors. Children's social and emotional wellbeing is important in its own right but also because it affects their physical health (both as a child and as an adult) and can determine how well they do at school. Good social, emotional and psychological health helps protect children against emotional and behavioural problems, violence and crime, teenage pregnancy and the misuse of drugs and alcohol. The guidance complements and supports, but does not replace, NICE guidance on depression in children and young people and parent training and education in the management of children with conduct disorders.

Prophylaxis against infective endocarditis Clinical Guideline CG64 (26th March 2008)
The advice in this NICE guideline covers: Patients who are at risk of infective endocarditis, specifically: adults and children with certain problems affecting the structure of the heart (such as a replacement heart valve or hypertrophic cardiomyopathy); adults and children who have previously had infective endocarditis (whether or not they have an underlying cardiac problem); people having any of these procedures: any dental procedure; any obstetric or gynaecological procedure, or childbirth; any procedure on the bladder or urine system; any procedure on the gullet, stomach or intestines; any procedure on the airways, including ear, nose and throat procedures and bronchoscopy (a test used to diagnose some lung problems). It does not specifically look at: people at risk of infective endocarditis who do not have heart problems (such as intravenous drug users); and people having procedures that aren't in the list above.

Sleep Apnoea – continuous positive airways pressure (CPAP) Technology Appraisal TA139 (26th March 2008)
CPAP is recommended as a possible treatment for adults with moderate or severe sleep apnoea. CPAP may also be a possible treatment for people with mild sleep apnoea, but only if: their symptoms affect their quality of life and ability to go about their daily activities, and lifestyle advice (for example about losing weight, stopping smoking and cutting down on alcohol; and all other possible treatments have not worked or are not appropriate for that person. A person with sleep apnoea should be assessed and treated by a specialist in sleep disorders.

Suburethral synthetic sling insertion for stress urinary incontinence in men Interventional Procedure Guidance (IPG256)
The National Institute for Health and Clinical Excellence (NICE) has issued full guidance to the NHS in England, Wales, Scotland and Northern Ireland on suburethral synthetic sling insertion for stress urinary incontinence in men. Following surgery to remove the prostate, many men develop leakage of urine during movements such as coughing, sneezing or laughing, which is known as stress incontinence. A sling can be inserted in the pelvic region to support or compress the urethra (the tube that carries urine from the bladder and through the penis) to prevent urine leakage.

Rimonabant for the treatment of overweight and obese patients: Final appraisal determination (26th March 2008)
After considering the feedback from consultation, the Appraisal Committee has prepared a Final Appraisal Determination (FAD) on rimonabant for the treatment of overweight and obese patients and submitted it to the Institute. The FAD has been sent to the formal consultees for this appraisal who have 15 working days to consider whether they wish to appeal against it. For Love or Money: Pay, progression and professionalisation in the ‘early years’ workforce (2nd April 2008)
The first report from ippr’s Working out of Poverty series highlighted the significant and growing problem of poverty among working people and their families. The aim of this report is to investigate how these issues play out in one particular low wage sector – the early years – highlighting both challenges that are common across low wage sectors and those that are distinctive to the early years. The analysis reveals the human stories and struggles that lie behind the statistics on pay and poverty. The findings highlight the challenges for policymakers and deliverers seeking to raise both quality and wages and the proposals suggest how policy could better realise fairness, opportunity and aspiration at work, while orientating this crucial sector of the economy towards both higher wages for workers and higher quality for children.

Improving medium-term financial planning. A practical guide for primary care trusts (19th March 2008)
This briefing is based on a review of PCT local delivery plans and MTFPs. We have visited a sample of PCTs to identify the characteristics and activities associated with good medium-term financial planning. We have also spoken to SHAs to obtain their views on how financial planning should be managed across health economies. The briefing provides a commentary on current PCT performance in medium-term financial planning. It then gives detailed guidance for PCTs to use as necessary. The briefing is aimed at PCT finance directors, PCT Boards and all those involved in the planning process; both finance and non-finance staff. It is intended to encourage PCTs to prioritise medium-term financial planning.

Low-income Groups and Behaviour Change Interventions: A review of intervention content and effectiveness (26th March 2008)
This is the second paper in a series, Kicking Bad Habits, on how people can be encouraged to adopt healthy behaviour. Looking at interventions targeted specifically at low-income groups, this paper asks whether different techniques or modes of delivery are needed to promote healthier lifestyles to these lower income groups. It reveals that the most frequently used techniques are providing information and encouraging people to set goals, which can be particularly effective at changing behaviour in disadvantaged groups. There will be three more of these discussion papers before a final report is produced in late 2008.
