SMOKING/TOBACCO

WHO Report on the Global Tobacco Epidemic 2008 (7th February 2008)
In a new report which presents the first comprehensive analysis of global tobacco use and control efforts, WHO finds that only 5% of the world’s population live in countries that fully protect their population with any one of the key measures that reduce smoking rates. The report also reveals that governments around the world collect 500 times more money in tobacco taxes each year than they spend on anti-tobacco efforts. It finds that tobacco taxes, the single most effective strategy, could be significantly increased in nearly all countries, providing a source of sustainable funding to implement and enforce the recommended approach, a package of six policies called MPOWER.

The New Front Line: Security in a changing world. ippr Commission on National Security, Working Paper No. 1 (13th February 2008)
This paper analyses the key changes taking place in the national and international security landscape and assesses their implications for policy, examining the context within which a national security strategy must now be forged. As a result, it becomes clear that the contemporary security landscape is about much more than terrorism alone. The paper identifies five drivers of change and their effects: Globalisation and power diffusion; Global poverty and failing states; Climate change; The growth of political Islam; and Socio-economic vulnerability.

Lung cancer (non-small cell) – erlotinib (appraisal consultation) (11th February 2008)
The Department of Health has asked the National Institute for Health and Clinical Excellence (NICE or the Institute) to conduct a single technology appraisal (STA) of erlotinib and provide guidance on its use to the NHS in England and Wales. The Appraisal Committee has held its third meeting to consider the evidence submitted by the manufacturer and the views and evidence put forward by non-manufacturer consultees and commentators, and by the clinical specialist and patient expert representatives nominated for this appraisal by non-manufacturer consultees and commentators. The Committee has developed preliminary recommendations on the use of erlotinib. Closing date for 3rd March 2008.

Head and neck cancer – cetuximab (appraisal consultation) (11th February 2008)

Organisational factors that influence waiting times in emergency departments (February 2008)
Waiting times in emergency departments are important to patients and also to hospitals,who are measured on how quickly they deal with attendees. But waiting times are highly variable, to the extent that there can be differences even between emergency departments that are quite similar in their size and workload. Are there any organisational characteristics that are shared by emergency departments which have shorter waiting times? This research addresses this question, identifying three factors that are strongly associated with shorter waiting times.

Deposit guarantee schemes in Scotland: a sustainable housing option (January 2008)
The private rented sector in Scotland is now seen as playing a crucial role in providing good quality, affordable accommodation to persons in housing need. It is now recognised that Deposit Guarantee Schemes (DGS) gives those choosing to be housed in the sector, choice, location and easy access to housing which fully meets their housing needs and which is cost effective to local authorities and other funders. This report provides an overview of what schemes are, the services they provide, their cost effectiveness as well as the role they play in creating sustainable communities and preventing people from becoming homeless.

Second National Audit of Violence in Mental Health Services (13th February 2008)
More than half of nurses on mental health wards report being physically assaulted at work. The figure rises to almost three-quarters for mental health nurses working on wards for patients with disorders such as dementia. The findings were published today (Wednesday) in the second national audit of violence in mental health services conducted on behalf of the Healthcare Commission by the Royal College of Psychiatrists.

Choose and Book release 4.0 (February 2008)
Significant changes to the Choose and Book software will be introduced in April 2008 to support free choice in accordance with the principles outlined in the NHS Operating Framework 2008/09. Changes are outlined along with briefing packs to support communication. The site is available to NHS web users only. NHS chief executives should note these changes in relation to providers and commissioners and ensure action is taken to prepare locally.

Management of outbreaks of foodborne illness in England and Wales (11th February 2008)
The purpose of this document is to provide a framework for health professionals to assist them in the management of outbreaks of infectious intestinal disease caused by ingestion of microbiologically contaminated food. It is designed to assist the Outbreak Control Team (OCT) in dealing with an outbreak and provides an aide-memoir for medical and nursing staff, environmental health professionals, scientists and others involved in the investigation. This document updates Management of Outbreaks of Foodborne Disease (Department of Health 1994), reflecting the changes in roles and responsibilities of public bodies in 2008 following key reorganisations since 1994.

From segregation to inclusion: where are we now? A review of progress towards the implementation of the mental health day services commissioning guidance (January 2008)
In February 2006 ‘From segregation to inclusion: Commissioning guidance on day services for people with mental health problems’ was published to assist commissioners undertaking day services modernisation. Eighteen months after its publication this review used a questionnaire, service visits and interviews with commissioners to chart progress towards modernised inclusive day services through implementation of the commissioning guidance. It also identifies common issues, examples of good practice and lessons that can be learned, both in the process of restructuring and in the delivery of modernised services.

Health effects of climate change in the UK 2008: an update of the Department of Health report 2001/2002 (12th February 2008)
A DH-commissioned report written by a group of independent scientists, which updates their earlier report on the health effects of climate change, published in 2001/2002. CHILDREN/YOUNG PEOPLE

Staying Safe: Action Plan (February 2008)
Staying Safe was launched for consultation in July 2007, and during that period, parents, children and young people, members of the general public and practitioners were consulted about their concerns in relation to children’s safety. This action plan sets out the work which the Government will take forward over the next three years to drive improvements in children and young people’s safety, which will be measured by the new Public Service Agreement to improve children and young people’s safety.

Direct Access Audiology Waiting Times and PTL collections (7th February 2008)
Two new collections of data on audiology services are introduced in 2008/09 in support of efforts to transform audiology services and to ensure progress on reducing waiting times for hearing aid fitting. The first monthly waiting times returns will be required in May 2008, relating to patients treated in April 2008.
